Issued at the outbreak of the First World War, this 150 Mark bond was part of Prussia's initial war-financing apparatus — a mechanism for converting public savings directly into military expenditure before the full weight of the imperial loan system came online. The Hauptverwaltung der Staatsschulden had administered Prussian state debt since the Napoleonic era, and by 1914 it was one of the oldest continuously operating debt agencies in Europe.
The unusually narrow format was a deliberate printing economy. The embossed seal, applied after printing, was the primary authenticity control for low-denomination state paper of this class.
