Italian savings banks were authorized to issue low-denomination fiduciary notes in the 1970s to alleviate a chronic shortage of small coinage — a crisis caused in part by the public hoarding of coins whose metal value had begun to approach their face value. The Cassa di Risparmio di Trento e Rovereto was one of several regional institutions that took up this authorization, producing notes accepted locally but with no legal tender status outside their issuing territory.
The 150 lire denomination is among the more unusual in the series — most issuers kept to round figures, and the 150 value reflects the specific change-making needs of local commerce rather than any standard banking convention.
