Paul VI visited Colombia in 1968 — the first papal trip to Latin America — and the diplomatic reverberations across Catholic-majority nations lasted years. Paraguay under Stroessner was an unusual beneficiary of papal goodwill despite the regime's well-documented human rights record, and commemorative issues like this one were partly vehicles for projecting international legitimacy. The Vatican's own discomfort with Stroessner was largely kept quiet through the early 1970s.
