China's rationing infrastructure survived well into the reform era, and county-level grain bureaus retained authority to issue commodity coupons long after urban rationing had begun to loosen at the provincial level. Sihong, a rural county in northern Jiangsu, issued oil coupons independently of the national system — meaning this stamp was valid only within the county's own distribution network, not redeemable elsewhere in the province.
The 1987 date places this squarely in the transitional period when cooking oil remained a controlled commodity even as market reforms were quietly eroding the rationing apparatus around it. Sihong's grain bureau would be stripped of coupon-issuing functions within a few years as deregulation reached the county level.
