Malaysia hosted the 15th Southeast Asian Games in Kuala Lumpur in August 1989, the country's second time organizing the event. The choice of a 15 Ringgit denomination was a direct reference to the games' ordinal number — an unusual denomination with no place in everyday commerce, minted purely for collectors and issued under the authority of the fifth Yang di-Pertuan Agong, Sultan Mahmood Iskandar of Johor, who had acceded to the throne in 1984.
The .925 silver specification places it in line with sterling standard, a deliberate choice for commemorative issues of this period by Bank Negara.
