Issued as part of Yemen Arab Republic's push into the commemorative coin market during the mid-1970s, this piece belongs to a series produced almost entirely for export sale rather than domestic circulation — collector revenue, not monetary policy, was the driving motive. The Arab Jerusalem theme was politically charged currency across the Arab world following 1967, and Yemen leveraged it accordingly.
At 54 grams of .925 silver, these were struck by foreign minting contractors, not Yemeni facilities.
