Leopold I's 15 kreuzer denomination had a troubled reputation throughout its lifetime. The type was repeatedly implicated in the currency chaos following the Kipper und Wipper period's long tail, and Bohemian provincial issues were frequently denounced by neighboring states as underweight or debased — sometimes fairly, sometimes as trade leverage. The Prague mint during the 1690s was operating under intense fiscal pressure from the ongoing Nine Years' War against Louis XIV, which drained Habsburg silver reserves and complicated die production schedules.
The Her#992 / Diet#879 references place this firmly within the provincial series rather than the imperial Vienna issues, a distinction that mattered considerably to contemporary merchants.
