CGB Numismatique Paris issued a series of regional fantasy euros in 2008 as collector promotional pieces, each tied to a French administrative region. These have no legal tender status anywhere — they are private emission items, essentially elaborate business cards produced by one of France's better-known numismatic auction houses. The Haute-Normandie piece is one of roughly two dozen regional variants in the set.
Collectibility depends almost entirely on whether you're building the full regional run. Individual pieces trade for very little outside that context.
