CGB Numismatique Paris issued a series of regional fantasy notes in 2008, each denominated in euros but carrying no legal tender status anywhere — purely collectible items produced by a French numismatic dealer to promote regional identity. The Basse-Normandie piece is part of that run. These were never monetary instruments in any functional sense, and their interest lies almost entirely in the series concept rather than in any individual note's history or scarcity.
