CGB Numismatique Paris issued a series of regional fantasy notes in 2008 under the "Collection Régions" banner — purely private, non-legal-tender pieces with no monetary function whatsoever. They circulate only among collectors and were sold directly through CGB's catalog. The Aquitaine piece is one of several regional variants in the set, each assigned a nominal "15 euro" denomination that has no relationship to any issuing authority, central bank, or legal framework.
Interesting primarily as a document of early 21st-century French numismatic marketing rather than monetary history.
