Obverse description At center, the coat of arms of Somaliland depicts a spread eagle with a balance scale (scales of justice) held above its wings, and a handshake motif at its base, all encircled by a laurel wreath. Above the central device, the Basmala inscription appears in Arabic script. The legend REPUBLIC OF SOMALILAND arcs along the upper periphery, while the date 2000 is divided at left and right of the wreath. The lower legend reads 15 DOLLARS, flanked by the fineness and metal designations Ag and 999 on either side.

Somaliland declared independence from Somalia in 1991 following the collapse of the Siad Barre regime, but no UN member state has ever formally recognized it. Its coins are legal tender within its own borders by domestic decree, though they circulate primarily as collectibles rather than in any genuine monetary capacity. The Year of the Dragon issue was produced for the international collector market, a revenue strategy Somaliland has relied on heavily given its exclusion from international financial institutions.
