Tuvalu's legal tender coinage has long been produced under licensing arrangements that effectively outsource both design and distribution — this Australian Owl series was struck by the Perth Mint, which used Tuvalu's issuing authority as a vehicle for bullion and collector pieces during the mid-2000s boom in fractional gold. The arrangement suited both parties: Tuvalu collected royalties on sovereign rights it had little infrastructure to exercise, and Perth gained a flexible platform for small-denomination gold without competing directly against its own Australian legal tender issues.
The .9999 fineness places it among the purest fractional gold issues of the period, a standard Perth had pushed aggressively since refining its purification process in the late 1990s.
