The Perth Mint's fractional gold proof program expanded aggressively through the late 2000s as spot gold climbed toward and eventually past USD $1,000 per troy ounce in 2008 — making small-denomination, low-weight issues commercially attractive to collectors who couldn't justify a full-ounce purchase. This $15 denomination sits in that fractional tier, corresponding to roughly one-tenth of an ounce at .9999 fineness, one of the purest gold standards struck anywhere in the world at that time.
The dolphin series drew on Australia's established reputation for wildlife coinage, a market the Perth Mint had cultivated deliberately since the 1980s Nugget program transformed its international profile.
