Valls, a town in the Camp de Tarragona, issued its own fractional paper currency during the Spanish Civil War under the Republican zone's emergency monetary arrangements. The central government's inability to maintain adequate coinage supply — partly through hoarding, partly through wartime disruption — forced hundreds of Catalan municipalities to print their own low-denomination notes through 1936 and 1937. Turró catalogs over 3,000 such emissions; this 15 céntimos piece is among the smaller denominations Valls produced in that series.
The Ajuntament took legal authority to issue under a Generalitat de Catalunya decree of September 1936.
