Linares, a mining town in Jaén province, was one of dozens of Republican municipalities that issued emergency fractional currency during the Civil War after metallic coin effectively vanished from circulation by mid-1936. The Consejo Municipal series was a purely local solution — these notes were worthless outside the town's own commerce and were never intended to circulate beyond it.
