The West-Indische Bank operated across the Dutch Caribbean colonies — Suriname, Curaçao, and their dependencies — and was granted its charter in 1828 as the sole note-issuing institution for the region. This 15-cent denomination is among the more peculiar values in the series, reflecting the fractional monetary realities of small colonial economies where coin shortages made low-denomination paper a practical necessity rather than an unusual choice.
Enschedé in Haarlem held the printing contract throughout the bank's note-issuing period, a relationship the firm maintained with Dutch colonial authorities across multiple territories and generations. The watermark security on such a small, low-value piece speaks to genuine counterfeiting concern — not ceremony.
