Romania's aluminium small-denomination coins of the 1970s were a direct response to the Ceaușescu regime's industrialization priorities — metals with strategic or export value were being redirected away from domestic coinage. The switch to aluminium for these low-value pieces was purely about resource allocation under a command economy that treated copper and nickel as too valuable to strike into 15 bani.
