Issued to mark fifteen years of Sultan Qaboos bin Said's rule, which began with the 1970 palace coup that deposed his father Said bin Taimur — a ruler so restrictive that Oman had fewer than ten kilometers of paved road and three schools in the entire country at the time of his removal. The transformation Qaboos oversaw in the intervening years was the political justification for striking commemorative silver at all.
The .925 silver series produced by the Central Bank of Oman in the 1980s was largely aimed at export collectors rather than domestic circulation.
