The 1923 Soviet treasury note series was issued during the final, chaotic phase of the hyperinflationary period that followed the Civil War and War Communism — by this point, denominations had escalated so rapidly that a 15,000-rouble note represented a purely practical printing response to collapsing purchasing power rather than any policy decision. The New Economic Policy, introduced in 1921, was already attempting to stabilize the economy, and a full currency reform replacing these roubles with the new chervonets-backed currency was underway simultaneously with this note's issue.
P#182 is part of a transitional series destined for short practical life. The 1924 reform wiped these notes out at brutal exchange ratios — 50 billion old roubles to one new gold-backed rouble.
