Laos issued a series of lunar new year commemoratives through the late 1990s and early 2000s, largely produced for the collector export market rather than domestic circulation — the 15,000 kip face value was a fiction, well above the coin's practical purchasing relevance inside the country. Most were struck by foreign mints under contract and sold through European and Asian numismatic distributors.
The Year of the Horse falls in a 60-year Sino-Vietnamese calendrical cycle combining one of twelve animals with one of ten celestial stems; 2002 corresponded specifically to the Water Horse, Rén Wǔ.
