Laos began issuing lunar new year commemoratives in the 1990s primarily for the export collector market — these coins saw essentially no domestic circulation and were sold almost exclusively through international coin dealers and Pacific Rim distributors. The Bank of the Lao PDR functioned here less as a monetary authority than as a licensing arrangement, with production almost certainly contracted to a European or Australian mint.
