Issued to mark the centenary of Universidad del Zulia, founded in Maracaibo in 1891 and shut down twice by dictatorial governments — first under Cipriano Castro and again under Juan Vicente Gómez — before finally operating without interruption from 1946 onward. The coin appeared during the presidency of Carlos Andrés Pérez's second term, a period that opened with the Caracazo riots of 1989 and was already unraveling economically by the time this piece was struck.
