Belgium's choice of a fractional gold denomination — 12½ euros — reflects the Royal Belgian Mint's ongoing experiment with accessible bullion-adjacent collector pieces priced for impulse purchase rather than serious investment. The 30th anniversary of the Wall's fall on November 9, 1989 prompted commemorative issues across a dozen European mints that year, most competing for the same buyer.
The Berlin Wall itself was constructed beginning August 13, 1961, on direct orders from Walter Ulbricht following Soviet approval — a response to the hemorrhaging of East German skilled labor westward through the still-open Berlin sector boundary.
