Spain assumed the rotating presidency of the European Union Council in January 2002 — the same month the euro entered circulation as physical currency. The timing was deliberate symbolism on Madrid's part, and this issue was minted specifically to mark that convergence. The 12-euro denomination itself was created for this series, calibrated to the number of EU member states at the time of eurozone launch.
The Royal Mint produced several denominations in this presidency series, but the 12-euro became the signature piece, continued by subsequent EU presidency holders across the eurozone.
