Issued to mark the 70th birthday of William V.S. Tubman, who by 1965 had already served as Liberia's president for over two decades — longer than any of his predecessors. Tubman's administration had aggressively courted foreign investment under his Open Door Policy, and the country's rubber and iron ore revenues funded increasingly elaborate state expenditures, including commemorative gold coinage that few Liberians could afford to hold.
The $12 denomination corresponds to Tubman's initials in a numerological conceit favored by the regime: W=23, V=22, S=19, T=20, U=21, B=2, M=13, A=1, N=14 — a calculation suspiciously flexible depending on the occasion.
