The Ural Cossack Army established its own treasury — Войсковое Казначейство — in 1918 as the political and military situation along the Ural River made reliance on Bolshevik-issued currency untenable. The Ural Cossack Host was one of the more tenacious anti-Bolshevik holdouts in the region, maintaining effective control of its territory into 1919, and the local scrip issued under P#S941 reflects that insistence on administrative independence.
The 1½ Rouble denomination is the oddity here — a fraction rarely seen in Russian civil war-era issues and suggesting these notes were designed to fill very specific change requirements in a cash-starved economy rather than to function as prestige currency.
