Part of the 47 Prefectures Coin Program launched by the Japanese Mint in 2008, this issue commemorates Tottori Prefecture — home to the Tottori Sand Dunes, Japan's largest dune system and one of the few areas in the country where active sand movement has been preserved rather than stabilized. The program issued two coins per prefecture over several years, with each design approved through a regional selection process that occasionally generated local political friction over which landmarks deserved representation.
Mintage for individual prefectural issues in this series was capped at 100,000 pieces.
