Part of Japan Mint's 47 Prefectures Coin Program, which ran from 2008 to 2016 and produced a dedicated commemorative for each of Japan's administrative prefectures. Tochigi Prefecture, north of Tokyo in the Kantō region, was among the mid-series releases of 2012. The program was deliberately sequenced to follow the order in which prefectures appear in Japan's official administrative code — not geography, not population, not historical significance.

Mintage for each issue in the series was capped at 100,000 pieces.
