Part of Japan's 47 Prefectures Coin Program, a decade-long commemorative series launched in 2008 issuing two coins per prefecture. Shizuoka's entry appeared in the program's later phase. The prefecture sits between Tokyo and Osaka along the old Tōkaidō highway corridor, historically one of the most economically significant land routes in Japan, and was a major checkpoint under Tokugawa shogunate control.
Mintages for individual prefectural issues were capped and distributed primarily through Japan Post subscription, limiting secondary market supply considerably.
