Obverse description Central design features a colorized depiction of an Otoriosame-Chogin (official silver ingot) from the historic Iwami Ginzan Silver Mine, rendered in vivid polychrome enamel against the coin's mirror-like field. Flanking the ingot are large, naturalistic peony blossoms — the prefectural flower of Shimane — also colorized. The legend 日本国 (State of Japan) appears prominently, accompanied by 島根県 and its romanization SHIMANE, identifying the issuing prefecture. The denomination 千円 (1000 Yen) is inscribed in the lower field, while the characters 御取納 (御・取・納), repeated three times, reference the historical receipt markings found on genuine Iwami silver ingots.

The legend 地方自治六十年 (60 Years of Local Autonomy) arcs across the design, referencing the commemorative series theme. The denomination 1000 YEN is inscribed in Latin characters, and the date 平成20年 (Year 20 of Heisei, 2008) appears in the lower field. The series position indicator (47/60) is also present, denoting Shimane's place within the 47-prefecture commemorative program.
