Issued as part of Japan's 47 Prefectures Coin Program, a long-running commemorative series launched in 2008 that produced individual silver 1000-yen pieces honoring each of Japan's prefectures in sequence. Osaka's entry highlights the prefecture's historical role as Japan's commercial center — a city that had functioned as the country's merchant capital since the Edo period, when it was known as "Tenka no Daidokoro," the kitchen of the nation.

The series was limited to domestic sale through Japan Post and specific lottery-style applications, keeping mintages tightly controlled and secondary market premiums consistently high on certain prefectural issues.
