Part of Japan's 47 Prefectures Coin Program, launched in 2008 to issue a commemorative silver piece for each of Japan's administrative prefectures, the Ōita issue appeared in the program's fifth year. The series was structured so that prefectures were released in groups across multiple years, with Ōita among the later tranches. Mintages were tightly controlled and distribution handled primarily through Japan Post and designated financial institutions, meaning many pieces never entered general circulation at all.
Ōita Prefecture encompasses the Beppu geothermal zone, one of the most volcanically active regions in Japan.
