Part of the 47 Prefectures Coin Program, a project the Japan Mint ran across multiple years to issue individual commemorative coins for each of Japan's administrative divisions. Miyagi Prefecture's selection came just two years after the Tōhoku earthquake and tsunami of March 2011, which struck that coastline with catastrophic force — Miyagi was the hardest-hit prefecture, with Ishinomaki and Kesennuma among the most devastated cities.
Whether the timing was deliberate or incidental to the program's fixed schedule is not officially documented, but the proximity is difficult to ignore.
