This piece belongs to Japan's 47 Prefectures Coin Program, launched in 2008 to issue a dedicated commemorative for each of Japan's prefectures in sequential order. Kyoto was among the earliest releases, reflecting its administrative seniority and cultural prominence rather than any alphabetical logic — the order was determined by the traditional regional classification system rooted in the Meiji-era reorganization of the country.
The program ran through 2016, producing two coins per prefecture across its eight-year span.
