Part of the 47 Prefectures Coin Program launched by the Japan Mint in 2008, this issue honoring Hyōgo Prefecture was one of the most commercially anticipated in the series — Hyōgo's inclusion of Kobe, a city with deep foreign-trade history dating to the 1868 port opening, gave it broader collector appeal than many rural prefectural releases. The program ran through 2016, issuing two prefectures per year in both proof and standard finishes, with each coin sold directly through Japan Post at a fixed premium over face value.
