Mongolia issued this coin as part of a broader series honoring historical figures connected to the region — Nicholas II qualifies on the basis of Russia's significant territorial and commercial footprint in Mongolia during the late imperial period, including the 1912 Russian loan that effectively brought Outer Mongolia into Moscow's financial orbit following the declaration of autonomy from Qing China. Nicholas was tsar at the time of that autonomy declaration, though he would be dead within six years.
