Mongolia's commemorative silver program has issued dozens of world-figure subjects with little political logic tying issuer to honoree — this is one of them. Gandhi's connection to Mongolia is nonexistent, and the coin exists purely as a collector export product, a category the Bank of Mongolia has pursued aggressively since the 1990s to generate hard currency revenue.
