备注	Kazakhstan held the chairmanship of the Organisation for Security and Co-operation in Europe in 2010 — the first former Soviet state to do so — and issued this note as a commemorative marker of that presidency. It was a politically significant moment for Astana, and the National Bank treated it accordingly with a commemorative issue rather than a standard circulation update. The hybrid substrate, combining paper with a polymer layer, was relatively uncommon for Kazakhstan at this date and distinguishes the note from the conventional cotton-paper issues in the contemporaneous 1999–2006 series.
