CASNO — the Montenegrin Anti-Fascist Council of National Liberation — issued this note during the chaotic final weeks of the Yugoslav partisan consolidation, when Cetinje had only recently been liberated and no formal central banking infrastructure existed. The Štamparija CASNO was a field printing operation, not a commercial printer, which explains the rudimentary production quality endemic to this entire series. These were instruments of administrative necessity, used to pay fighters and suppliers before Tito's new Yugoslav dinar could be properly introduced and distributed across Montenegro.

The series is rarely found in any condition. Most notes circulated briefly and heavily before being withdrawn and demonetized once the Democratic Federal Yugoslavia imposed monetary unification in 1945.
