Uganda's lunar series issues of the 1990s were produced for the collector export market, not domestic circulation — the 1000-shilling face value was essentially fictitious against the actual purchasing power of the shilling at the time. The Bank of Uganda licensed these programs to generate foreign exchange revenue, a practice common among smaller economies throughout the decade.
