Uganda issued this piece ahead of the 1994 FIFA World Cup in the United States — one of dozens of commemorative programs licensed to small-denomination issuers with no direct connection to the host nation or the tournament itself. The Bank of Uganda's participation was purely commercial; third-party licensing arrangements of this kind flooded the market throughout the early 1990s, and many such issues never circulated at all.
