Uganda's commemorative program in the 1990s was largely driven by outside bullion dealers and foreign minting houses rather than domestic monetary policy — most of these issues were never intended to circulate and were sold directly into the collector market abroad. The Rome Olympics connection is anachronistic by design: the 1996 series commemorated the centennial of the modern Games by revisiting host cities, making Atlanta the occasion and Rome the subject.
