Uganda's wildlife-themed bullion issues of the early 2000s were produced under licensing arrangements common to small sovereign mints contracting with European private mints — in this case almost certainly struck by B.H. Mayer's Kunstprägeanstalt in Munich, which handled a significant portion of sub-Saharan African commemorative output during this period. The Bank of Uganda retained nominal issuing authority while exercising little control over distribution, which flowed primarily through European and American coin dealers rather than any domestic channel.

The stingray subject was part of a broader aquatic series that had no particular connection to Ugandan fauna — a landlocked country — which tells you most of what you need to know about the intended market.
