Issued the same year Diana died in the Paris tunnel crash, this Ugandan commemorative was part of a global flood of memorial coinage produced by smaller mints and foreign issuing authorities capitalizing on the immediate wave of public grief. Uganda had no particular diplomatic or historical connection to Diana; the coin exists purely as a licensed tribute issue.
The "with necklace" distinction separates it from a parallel variety — two dies were produced, differing in whether the portrait includes a necklace, making variety attribution the only numismatically interesting aspect of the type.
