Issued by the Bank of Uganda in 1999, this piece belongs to a short series of novelty coins embedding actual euro cent pieces — struck before the euro entered circulation — into a Ugandan shilling host coin as a speculative collectible. The euro coins used were advance production pieces, distributed through numismatic channels ahead of the 2002 cash changeover. Uganda had no political or economic relationship with the eurozone; the issuer is effectively a licensing arrangement with a private mint.
The paper appliqué bonding method has proven unreliable over time. Separation of the embedded piece is common, and intact examples are worth examining carefully at the join.
