Uganda issued this piece as part of a wave of novelty "world coin" issues that flooded the market in the late 1990s, produced not for circulation but entirely for the collector trade. The attached paper applique replicating an early euro design was a commercial gimmick timed to the euro's January 1999 launch — Bank of Uganda had no stake in European monetary union whatsoever, making the connection purely opportunistic.
These were contract-struck pieces, almost certainly produced by a private mint and licensed through the Ugandan government for legal-tender face value purposes only.
