Uganda's 1999 novelty issues were produced for the collector market, not circulation, and this piece is among the more unusual of that run — a copper-nickel coin with a genuine 2 euro cent piece physically bonded to its surface before the euro had even entered circulation. The eurozone's coins became available to the public in January 2002, meaning the blank used here was sourced during the pre-launch production window.
Belgium's 2 euro cent blanks were struck by the Royal Mint of Belgium at Brussel well ahead of the 2002 introduction date.
