Issued in 1999, a full two years before the euro entered circulation as physical currency, this piece belongs to a wave of novelty "fantasy preview" issues produced by various mints and private contractors for collectors anticipating the new currency. Uganda had no stake in the eurozone — the Bank of Uganda simply licensed its name to lend a veneer of official authority to what was essentially a commemorative curiosity. The paper appliqué insert reproducing a proposed euro coin design was a common device in this genre.
