Issued by Uganda in 1999 as a novelty anticipating the euro's physical introduction — still three years away — this piece belongs to a wave of licensed commemoratives produced for the collector market rather than any genuine monetary purpose. The embedded euro-sized paper appliqué replicates the proposed Austrian 1 euro design before actual euro coins had been struck for circulation. Austria's euro coinage wouldn't reach the public until January 2002.
