Issued in the immediate aftermath of the 1962 Sino-Indian War, this twelve-year certificate was a forced savings instrument — part of the National Defence Loan scheme through which the Indian government mobilized civilian capital to fund defense expenditure following the military humiliation in NEFA and Ladakh. The scheme carried political weight disproportionate to its monetary scale; purchasing was strongly encouraged through institutional pressure, and many subscribers were government employees with little practical choice.
Maturity fell in 1974, by which point India had fought two further wars. The India Security Press at Nasik Road handled the full production run domestically, which was itself a point of national emphasis given the political climate.
